为什么全世界要统一时间呢?因为如果各国均使用地方时来计算时间而没有统一-换算方法，就会给交通和通讯带来不便。因此关取了时差制度，并且各国时间历法(calendar) 都以此制度为基出。而全世界所用的同一时间是世界时(GMT, Greenwich meantime)也就是格林威治时间。1884年美国华盛顿国际子午线(meridian)会议上，决定采用英国伦敦格林威治天文台埃里中星仪(transit instrument) 所在地的子午线作为时间计量的标准参考子午线，称为本初子午线(Greenwich meridian)，而在本初子午线上测得的时间就是格林威治时间。
