所谓特殊旅客，通常指的是重要旅客、无成人陪伴儿童、孕妇、婴儿、病伤旅客、残疾旅客、担架旅客、老年旅客、酒醉旅客、特殊餐食旅客、犯人、盲人等。其中，重要旅客包括:国家领导人、政府首脑、联合国秘书长、大使、两院院士以及工商界重要旅客等。运输重要旅客不得同时运输犯人、重病号、担架旅客等特殊旅客。无人陪伴儿童一般是指年龄在5到12周岁无成人陪伴的儿童，一般同一架飞机无人陪伴儿童不得超过8名。
